Sir:-

I am directed by Secretary Sir E. Grey to acknowledge

the receipt of your letter of the 15th. instant transmitting

copy of a telegram from the Government of Hongkong reporting

a heavy fall in the price of certified opiun and recommend-

ing the discontinuance of the sales by the Government of

India.

I an to transmit to you copy of a telegram that has

been sent on this subject to His Majesty's Minister at

Peking and to inform you that the views therein expressed

were arrived at as the result of an interdepartmental

Conference held at the Foreign Office at which both the

Secretary of State for Foreign Affairs and the Secretary

of State for India were present.

I am further to transmit to you copies of telegrams

detailing
